New York State 2000-2004 Recorded Vote, Exit Poll and True Vote Analysis

Richard Charnin (TruthIsAll)

In 2004, Bush won the national recorded vote by 62-59 million (50.7-48.3%). Kerry won the national aggregate of the state unadjusted exit polls by 52-47%. The average exit poll discrepancy (WPD) was 7.4%. The WPD for mechanical lever precincts was 10.6%, 6.6% for punch cards, 7.1% for DREs, 6.1% for optical scanners - but just 2.2% for paper ballots.

Kerry won the NY recorded vote by 58-40%.The exit poll timeline indicated that Kerry won NY by 64-35%, a massive 12% discrepancy in margin (the exit poll margin of error was 2%). Kerry’s Election Day vote in lever machine precincts increased by 8.6% over Gore in 2000 while Bush increased by 23.1%. There was a net increase of 5.8% in Bush’s recorded margin. The increase was much higher than all other voting methods. New York votes exclusively by levers.

According to the Census Bureau, there were more than 300,000 uncounted votes in NY State, the vast majority for Kerry: http://www.richardcharnin.com/2004NewYorkLeverExitPollDiscepancies.htm

Kerry’s New York margin was reduced by nearly 1.0 million votes due to election fraud. In California, his margin was cut by approximately 1.4 million.  Approximately 80% of his “mandate” was from these strong Democratic states. See http://www.richardcharnin.com/NewYorkConfirmationKerryLandslide.htm.

In 2000, Gore won NY by 60-35% with 5% to Nader and other third-party voters. In 2004, Kerry had just 58% of the recorded vote. The NY exit poll indicated that Kerry won by 64-35%. Returning Nader voters broke 5-1 for Kerry.

Assuming an equal turnout of returning Gore and Bush voters, Kerry won NY by 63.5-35.5% - matching the exit poll. And that is conservative. The 12:22am National Exit Poll indicates that 10% of returning Bush 2000 voters defected to Kerry, while only 8% of Gore voters defected to Bush. The 12% NY exit poll Within Precinct Discrepancy (WPD) was massive compared to the National 7.4% WPD.

Either the exit pollsters screwed up royally in NY, or Bush padded his 3 million “mandate” by cutting Kerry’s margin 12% (900,000 votes). And that does not include thousands of Kerry voters who did not even get a chance to vote.

New York votes are extremely vulnerable to miscounts at the precinct and in Cyberspace.

1) Defective levers were placed in the strong Democratic precincts

2) Too few levers were placed in Democratic precincts (long lines).
3) Pre-set levers were stuck on Bush, none on Kerry – discouraging voters
4) Lever totals are input to unverifiable central tabulators that can easily be coded to switch and drop votes.
5) There can be no hand recounts because there are no paper ballots (except for late absentee or provisionals)

6) In 2000-2008, the Democratic late paper ballot share was 7% higher than the Election Day (lever) share

7) The late paper ballot share closely matched the exit poll.
8)
According to the Census, there were over 300,000 net uncounted votes

Even if the levers worked perfectly - which they don’t – the votes are counted on computers.

The average exit poll discrepancy (WPE) for all voting machine types was 7.4%. It was 11.6% for mechanical levers, 7% for DREs and optical scanners - but just 2% for paper ballots (see  http://www.richardcharnin.com/NewYorkLeverFraud.htm).

The Election Incident Reporting System  (EIRS) indicated that long lines and faulty machines disenfranchised voters in heavily Democratic NYC precincts: http://www.richardcharnin.com/NY2004EIRS.htm

This graph depicts the implausible Bush 2004 gains over his 2000 recorded vote in the 15 largest New York counties.

http://www.richardcharnin.com/TIACountyVoteDatabase_24111_image001.png

In 2004, there was a 17% increase over 2000 in the national recorded vote (105 to 122 million). Kerry captured 57-59% of new voters!

Are we expected to believe the implausible Bush vs. Kerry recorded vote changes in the most heavily populated New York Democratic counties? Here is the graph: http://www.richardcharnin.com/TIACountyVoteDatabase_24111_image001.png

1. Kings (Brooklyn): Bush’s recorded vote increased by 75% and Kerry’s increased by just 5%!

2. Bronx: Bush’s recorded vote increased by 59% and Kerry’s increased by just 10%!

3. Queens:, Bush’s recorded vote increased by 36% and Kerry’s increased by just 5%!

4. Nassau: Bush’s recorded vote increased by 30% and Kerry’s declined by 2%!

5. Rockland: Bush’s recorded vote increased by 29% and Kerry’s declined by 9%!

6. Orange: Bush’s recorded vote increased by 27% and Kerry’s increased by just 9%!

7. Staten Island: Bush’s recorded vote increased by 40% and Kerry’s declined by 9%!

In 2000, 2004 and 2008, the Democratic share of the late (paper ballot) votes recorded after Election Day was 7% higher than the Election Day share! Was it because the late votes were cast on paper ballots and Election Day votes were cast on Levers?
